Code a tamplate for Joomla at Movimiento Joven Adventista

We have designed a template on Illustrator for our Ministry's web page, although our web designer (the one who would code the template into Joomla) left. I want to know if we can submit our design to be coded into Joomla (cheaper is better). We need a quote, before anything, to decide on if we should proceed or not.
