After Effects Announcements at Synergy Church

We're looking for someone available to produce After Effects announcements for our church on a regular basis. We would forward the info and any pics to them ahead of time, and they would create the announcement off of a template we (or they) would purchase. Any help would be appreciated!
Budget:
$30/hr.
Time Frame:
Within 2 weeks, and regularly thereafter, based on performance
