Design a Logo at The Church at Central Florida

This is for a new church that is launching in August. The church will meet on the campus of UCF in Orlando and it is geared directly toward UCF and other local college students.
Budget:
$250. I know it's not much, but we are just starting out.
Time Frame:
ASAP, 3 weeks to final product/decision would be nice for promotional materials
